As of 2019, Saint Petersburg, together with the Leningrad Oblast, was the leader in terms of the employment share in small and medium-sized enterprises countrywide, which measured at 37.5 percent. The Novosibirsk Oblast followed with a roughly 35 percent SMEs employment share. In the city of Moscow and in the Moscow region, 34 percent of the employed population worked in SMEs, listing the area in the top three of the ranking.
